Electro-Harmonix released the Pico Oceans 3-Verb, a multi-function reverb pedal, in 2023¹. Delicious Audio reported the pedal on September 25, 2023, describing it as "the smallest sibling of the Oceans family of multi-mode reverbs"². Guitar World, writing on September 21, 2023, said the pedal "takes three reverb effects from the Oceans 11 variant and places them in a petit package"³.

The pedal offers three reverb types selected with a Type button: Spring, Plate and Hall¹. The maker says Spring "pays homage to the classic Fender® 6G15 tube spring reverb," Plate is "the lush, warm reverb that got its name as it was originally created by a large metal plate," and Hall is "the rich reverberant sound of a grand concert hall"¹. The LED color shows the selected mode: green for Spring, orange for Plate and red for Hall¹.

Controls are Blend, Time, Tone and a fourth knob labeled Delay/Spring¹². Blend sets the mix from 100% dry to 100% wet, and Time sets decay; in Plate and Hall the Time knob reaches infinite at maximum¹. In Plate and Hall the fourth knob sets pre-delay up to 1 second, and in Spring mode it selects short, medium or long spring lengths¹. Tone adjusts brightness¹. Infinite reverb can also be engaged by holding the footswitch, and Tails bypass can be selected so the reverb decays after the pedal is switched off¹².

Guitar World gave the price as $154³. The pedal was announced as part of a seven-pedal Pico rollout; founder Mike Matthews said of the range:
